I live in a county that has no codes. When doing a new construction I always write the contract that it has to be built according to XXX code. The county that does have strict codes and inspections. Bathrooms do not have to be sealed like yours but a good builder will use greenboard drywall which is moisture resistant.
It can be very practical if you have mobility issues. Just remember that the entire floor (or a big part of it) has to be water sealed as if it was the shower floor.
It's even better if it's a corner shower like this one.
