No. You have to pay for all pop - the only freebies are tap water, coffee, tee, milk, iced tea and lemonade.
You can purchase a drink card for pop - I don't remember exactly what the cost was, but if you're a big pop drinker, it is a bargain. It's very easy to wind up with a big drink tab even if you're not drinking alcohol - the daily specials that are on trays everywhere start out virgin and they knock off a dollar if you buy them that way.
Also, forget the souvenir cup. The daily specials cost $5.95 (of $4.95 for virgin) - if you go to the bar and ask for the same drink in a regular cup, they knock off about a dollar. Also, don't forget that anything you buy from the bar (including pop) has a 15% gratuity automatically added.
One last thing. On Labaddee, the daily specials are in nice, big, colorful plastic cups with lids and flexible straws (kind of like sports bottles, but not insulated). These are souvenir cups that really are worth bringing home - and during your cruise you can refill them with iced tea, water and lemonade at the drink stations.
