Hi Bob. The "Ugly Stuff" is either raw cement or old worn out FLOOR PAINT that's been there forever. I'd like to get some estimates of sanding it down and re-painting it. Epoxy is like $3000. bucks around here or more if they do a good job. Time will tell.
