It used to be that if you wanted to minimize the amount of time you had to wait in line, then you wanted to get to the port about two hours prior to the sail time. 


However, because of the new reporting rules the cruise lines have to follow, cruise lines now tell you to be on board 90 minutes prior to sailing.  So, I would recommend that you arrive 2 1/2 hours prior to sailing if your goal is to minimize the amount of time you spend in line.
