I had a cruise booked one year with quite a few teenagers and we HAD to have at least one adult booked in each room. They told us there was no way around that. The kids could room together without an adult actually staying in in the room but it had to show that each room had an adult with the kids. I've never heard of Carnival bending on this rule but maybe it can be done. Hope you can work it all out.
