I think Mickey  is saying that they did not get the 25% discount offered to them, and feels like they should as other cruises did that were cancelled that close to the sail date.  I also was booked on the Norway for the August 24, 2003 sailing, and when I found out about it, I immedialy called the TA also, and they did not even know the trips were cancelled.  I have yet to see a refund, but I was told it would be taken care of along with getting the $50 off pp voucher for a future NCL cruise.  If this is any reflection of the way NCL runs there business, I may not need to use the voucher anyway, so I am not that worried about it.  I contacted the TA a few days after the trips were cancelled, and they still had not received a call, letter, or e-mail from anyone at NCL, they had to call themselves just to verify my cruise was actually cancelled.  As I said, NCL would be extremely lucky if they got my business or anyone in my family's business any time in the near future.
