People keep saying that. On my third, fourth, fifth, sixth and seventh cruises I had a balcony. On my 8th and 10th cruise I did not. On my 11th & 12th cruises I had a balcony. On my 13th cruise I did not. So I know one person who has managed to cruise in a non-balcony cabin after being in a balcony cabin.
