MSC Cruises typically has suites on higher decks, but you can definitely find nice cabins on lower decks too, including inside and oceanview options. It really depends on the specific ship and its layout, so checking the deck plan on their website is a good idea. Lower decks can be budget-friendly and still comfortable!
Generally speaking higher decks are the ones people seek out and therefore considered desirable, so cruise ships put the more expensive cabins (suites) in the desirable locations. Some times on some lines there is a class of cabins with special status that has suites which are lower middle decks like Havana on Carnival

Not always we cruise celebrity M class and all there big suites are on deck 6. I believe all MSc at least MSc yacht club are on upper decks. I highly recommend YC over any other suites on msc , YC includes premium drink package and WiFi . We sail again in 5 weeks .
