Cab fares from the airport are price controlled. Just outside [or sometimes inside] there will be attendants to direct you to a taxi. They will ask where you are going. The zone determines the fare. Old San Juan is the farthest hotel area from the airport. Don't know what the fare is today but it will be determined for you. They will give you a chit reflecting the price. There is a surcharge for luggage over a set small amount.I have never taken a cab from the shore terminal to the airport so do not know if the same procedure holds true or if they use the meter.
