If you want a possibility of getting an upgrade you should book a guarantee cabin. For example if you book oceanview cabin on a specific deck you are guaranteed at least that cabin...nothing on a lower deck and definately not an inside cabin. But you do have the possibility of moving up a deck and staying in an oceanview but you also might wind up with a balcony cabin if it's available. I've never really heard of an upgrade if you booked a specific cabin. Talk to your agent about maybe booking a guarantee room instead then you might have a slight chance of being upgraded. You can also check with your TA and pay the difference for an upgrade if it's available.
