It all depends on which ship you are looking at.  Most ships do have some tables for two in the dining room but not too many.  Some Celebrity ships have specialty restaurants and they are all themed after ocean liners.  The Mille class chips have them as does Century and Azamara Journey.  Some of the smaller, older X ships don't have specialty restaurants.
