Covid testing prior to cruise

Can someone tell me why haven’t they made it to where you can buy a 25$ 2 pack vines test with your cruise and when you get there you take it in front of someone ! ? All this hassle trying to find a test center with results back in time is annoying and so is up charging tests to 100$ each!
