In general cell phones do not work from a ship because there are no towers in the ocean for them to reach. Some cell phones work in some ports and some do not.
When we arrived back at sea in the Florida area -- We noticed several people on an upper deck trying to get their cell phones to work. We noticed some were talking and some were trying to get a connection. This was as we could see lights along the coast of Florida. I'm sure if there is no tower there would be no service.
Hubby and I had a laugh watching everyone on the phones.
If you are close to the coastline of United States, then yes your cell phone will work. I was on the glory last summer no problem using phone in the florida keys and in cozumel. Might say roaring
