The balconies on RCI are sliding doors and they don't need a bugee cord, they just stay open. With the exception of about 4 aft balcony cabins on the Voyager class ships that are only a single door and may need a bungee cord for those.As for the part about the A/C turning off automatically when the balcony door is opened, this has never happened on any of our cruises, the A/C stayed on unless we turnrd it off of course. I have heard Carnival has the sensor thing on the balcony door(don't know this first hand though) but have never had one on RCI. Not even on the Navigator and that is a newer ship.
